I had almost the same experience today and a size 18 frenchie was the fly that worked well for me.
 
Buggers can be killer in March if it's not too low and not bluebird skies. With no bugs active I'd start there. Becomes less effective and more dependent on high flows as spring wears on and bugs are more numerous.
 
Pink squirmy with a chartreuse mop trailer.
