When you encounter a situation like this where you can see a muskie but he won't eat your fly......your best bet is to switch to live bait......live line him a wild brook trout. Don't use a stockie, they don't like the taste - you need a brightly colored wild brookie rigged with a trebel hook and wire leader to get them to strike. If you're looking to get some wild brookies in south east PA for musky bait....send a PM to Chaz, hopefully he can help you find some bait.
