This is a great thread and I wanted to bump it to ask a question:

On the Class A list, what does it mean when the % public / private and % open / closed is 0% all the way across? Who owns the land and can we fish it?

It pretty much means nothing. IMO, if the work hasn't been done to determine it, they should leave it blank. But they put 0's across. So, legwork is the only way to find out.
