Small Stream Rod tips

I have a spot that is on a very unpopulated road. The stream goes underneath the road through a drain pipe. There is brush all over the place and the only way of fishing it is by dropping the line in the water without casting. I have a 9 foot rod and it is very difficult to fish with. Any Idea of what size rod I should get for just dropping the line in the water. There is no need to cast the rod and plus I can't even cast the rod in the conditions that I'm faced with. I was thinking about just a 5 foot fly rod but I'm just not sure.

My 6'" rod is good in these situations.

However, if I could do it all over again (or maybe now for something to do) I would go to a fly shop and see if. They have a top section from a normal rod and then build a small stream rod from a tip section of a two piece rod.
