Legal?

Oops. Gotta disagree, Dave. You are right regarding the tributaries issue, but even though a person does not need a trout permit on a fish-for-free-day, they still are "fishing for trout" if they: "take, kills or possess, while in the act of fishing, a trout or salmon on or in waters of this Commonwealth or boundary waters." Likewise, as soon as they take, kill or possess a trout, they are deemed to be "fishing for trout" even if they do have a permit and are on one of the streams that would not require a permit to fish. See, 58 PA Code, Section 63.20(e)(3).
