Commonly seeing anglers on stocked trout waters now

I saw some people fishing Little Fishing Creek in Centre County this afternoon. That's a stocked stream.

This all reminds me of the Old Far Side Cartoon with the nuclear explosion mushroom cloud in the background. ""I'll tell you what this means. No size restrictions and screw the limit!"

 
Every time I drove past the one special reg stream near me there are people fishing below the end of area. Some are a good 1/2 mile below. Now keep in mind this is in an area swarming with "rangers". What a sad commentary on our society.
 
I checked a couple ATW sections during my travels in Adams and Franklin Co's today, mostly at bridges (there were freshly stocked fish). I did not see anglers. In one case, I went down a trail a short distance just to be sure.

While I have no doubt that some anglers are fishing illegally, I don't think this is widespread.

I’ve been seeing a lot of people out on ATW streams this year. Can’t call because the wco makes it seem like you’re bothering them by calling
