Water quality testing

We recently moved back to Pa , living in Md for 30+ years.
I have a concern regarding the use and/or overuse or liquid manure application to fields. Md has a stingent policy, with state monitoring. Does Pa have, monitor and police this practice?
How can I help, I am volunteering to assist in monitoring water quality in the South Central Region of the state.

In my area the farmers seem to get busy spreading the liquid manure right before a lot of rain is forecast. I am guessing a lot of this is more a way of disposing of the stuff and less about actually fertilizing the soil.
Also I see them applying it on frozen ground where it washes off immediately.
I also wonder about landfills. I see liquid seeping from a very big landfill around here. A stream comes right through the property. Would assume someone is monitoring that?
Good for you for wanting to be a watchdog.
 
In York County there are a few organizations doing various monitoring work. I think their primary motivations concern the Chesapeake Bay, as many go there for recreation opportunities more so than the local trout streams, but it doesn't mean it doesn't have overall value for the local trout streams.

Lower Susquahanna Riverkeeper does monitoring and takes enforcement actions and monitors outflows of a local landfill in my county.

Master Wastershed Stewards through PSU co-op, they perform some sampling and other work; I don't know if your county has a local extension.
