Poaching?

Does fishing with bait in a DHALO count as poaching? This is something I see quite a bit.

I'd have to second WTT's vote for yes. Regulation is "artificial lures only"

Seems pretty simple to me that if you are using bait in those areas you should be busted.

Also agree with Phish_On that the penalties do not seem to be stiff enough.
