Does anyone know why the access road to the FEW gauging equipment is locked ? The one closest to the dam

If it is the gate I am thinking of down to the river below the dam, then I believe they always close it for the winter months for safety reasons. It seems a bit early, but I do rememeber that from another time I encountered the same thing. It is a bit of a hike down to the river from the gate.
