That popper looks I lot like a pattern that I was shown by a tyer named Harry Steeves, maybe ten years ago. I hadn't tied them or used them in several years, but tied some up over the winter and have had decent luck with them so far this year and just finished tying a batch for my trip to Ontario next month.
I tie a foam frog with the same idea as the foam in Jerry C's picture. I wrap the hook with red foam to build to size, then do the lip on top with green and the bottom with yellow foam. Then segment the body and toss in some rubber legs. Pretty simple but has worked very well on some pond large mouth.
