best color and size of woolly bugger to use in eastern pa

I've probably done best with Ken's Copper.

Brown over yellow marabou tail
Peacock Hearl Body
Black or brown hackle
Copper bead to match hook size

That's because wooly buggers work in every color somewhere and for something.
 
The main thing is to cover the basic range: dark, light, medium

Dark: all black, or the classic: black tail, dark olive body, black hackle.

Light: white (very good for smallmouth, but good for trout also.)

Medium: Go for a mixed olive, tan, brown coloration. Grizzly hackle dyed olive creates a nice mottled effect.
