Just an observation: the fine is a penalty only, it does not displace or absolve the polluter from remediation costs and responsibilities, nor from any private civil damages that may have been established.
 
They are required to do clean up also, given that they have so many incidents of stream pollution, it appears that the whole penalty and cleanup is still not signifiicant enough to make them change theiri ways, like having a druggie engineer going 75 mph in a 35 mile speed zone .
