uploading a picture???

When I go to upload a picture to post into the forum the green bars at tha bottom of the page load up and then it goes back to the top of the page. When I hit submit the picture doesn't get posted.

Am I doing something wrong?

Have you taken notice of this:

"Maxium file size: 1000K; Allowed extensions: zip gif jpg "

I just successfully posted a photo in the general forum, but it complied with both of the above restrictions.
