I want to share some capes I have for tying. How does one "cut" them in half? How much loss is there in the process?

I recently cut a whiting american saddle in half for dyeing purposes. I used a razor blade to cut the skin at the back.
In terms of loss, maybe a dozen hackles came loose, but they were not damaged, at least in the usable portion of the hackle.
 
Yep, that is exactly right. Cut from the back.

Just go slow and try to keep the feathers off to the side if possible.
