The bars at the mouths of streams are NOT a barrier to migration upstream, they only temporarily block fish from moving. I the meantime, the fish hangout at the mouths of tribs waiting for a little more flow to move up. Witness salmon swimming across roads during storms when migrating.
Trout move around, that we know, is the why when wherefore, etc. I feel it's very important to trout management to know the details, so wild trout management can progress from the dark ages.
