Small stream carp fishing

Made it to a small local stream tonight to try out the new 8wt on some carp, found a bunch hanging out on the edges grouped up. I tried san juan worms and all sorts of nymphs, Appropriate sizes for the stream. My question, is it a waste of time casting to the sitting fish in the shallows, or is there a magic pattern or technique to get a bite. The only fish I got where a few small ones in the deeper pools that must have been actively feeding, but couldn't tell because of clarity. Thank you
 
You sorta said it in your response, Actively feeding is the key most of the time. Granted if no other fish are around and you see a carp sunning its self try it but id much rather like my chances at a carp that was actively feeding. The more you focus on fish that are feeding ( the ones that are mudding, the ones that are slowly cruising) the more you chances of hooking up will increase.
