Posting with mono

I watched an older video and saw an interesting technique for creating a post (for a parachute style hackled dry fly) that involves making a sliding mono loop as your post, then wrapping your hackle around the loop, and then closing the loop, and effectively trapping the hackle stem in doing so eliminating the need to use thread wraps to secure the hackle. The gentleman even had a special tool for this, basically a hanger with a hook that held the loop up to allow you to wrap the hackle around it without the loop collapsing on you.

This might be old news for everyone, I'm fairly new to tying and have only created posts/parachutes with various materials like hair, foam, and bright indicator style materials. This mono loop intrigued me though, because it reduces thread wraps for smaller patterns.
Does anyone have any experience with this, and would know what the tool is called that holds the loop? Or possibly a tutorial or step by step on how this is done? The video I seen it done in went very quickly and I cant pick up on the subtleties of it. It seemed like this was common practice back then, however I haven't seen any modern videos utilize this technique.
