plastic bags and crap in creek- who can help

A local farming/landscaping company here in Lancaster County does not secure their trash and we continually find the plastic bags and other trash in the stream. We've cleaned it up a few times but don't feel they are dealing with the problem. What agency should we report this to?

they are only breaking littering laws. To be convicted/fined i think you have to prove they deliberately discarded the trash. I don't think wind-blown trash applies.
has anyone (a group) approached them? you can probably only appeal to their sense of community

PFBC regional office at Lititz and PaDEP Bureau that deals with solid waste management. That might even be the bureau's title.
