Throw some dynamite on it. That will clear up the blockage.
 
maybe this will help facilitate discussions on the benefits of removing the dam! would be a big benefit to the thermal issues on pine creek.

It's been a few years since we've seen this kind of ice flows and jams....and perhaps for some streams, it's the worst in living memory for some locals.

However, it's also worth remembering that ice jams like this were common on our state's waterways in the past. Think of some of the massive ice jams on the Susky around Harrisburg. It's striking to see, but the fish and other ctitters under the ice should be fine.
 

They brought heavy equipment in and went into the water to move the ice yesterday
