So I'm pretty novice at FF but have been catching a few each time out. On Monday I'm heading north to one of these project areas.

Any advice on which stream provides a better overall experience and what flies are likely bets for this time of year? Ive never been to either stream. I have done some research on penns but really know nothing about spring creek.

I think for a beginner spring is a better stream. I think the fish are a little easier and the wading is definitely easier. But, to be honest with you you really can't go wrong with either.

I'd go Spring too.

Sipe,
You could fish them both in one day (although it would be a long day). Penns is generally bigger water and better known for hatches. The main trouble with Penns is it gets muddy very easily. Spring is more reliable in rainy times or the heat of summer. Both are technical water. If it were me, and we don't get a lot of rain in the next few days....I'd hit Penns.
