More than 425 popular campsites across Pa. are closed indefinitely

Got pay-walled so I couldn't check. This is likely happening in any campground in any state that is paying staff with fed money. I wonder if they will reopen if state/local funds are raised.
 
If you are unhappy with this turn of events, make a fuss with your Congressman and Senators and contact your local news media and let them know.

Maybe complainers should do more volunteer work to help avert a Federal bankruptcy?
Two years ago, I made an RV trip across the southern US all the way to western Arizona. and back Stopped at many National Parks and National Monuments along the way. Most had minimal staff. Even then some of the less popular monuments had a staffer or two doodling away the time seemingly not much to do.
I think there is still room for improve efficiency.

It’s a poorly written article. The Tompkins campground is on Cowanesque Lake. Not Cowanesque and Tioga and Hammond lakes as the article claims.

That would be great, but our burn rate is close to $20B a day. It's not sustainable.
We are going to have to figure out how to get things done more efficiently if we want them done.
Eventually this will impact state programs as well. So, PA FBC, PA DCNR, PA Game Commission to name a few.
