I used to wonder, how does the WCO prove a kid is 16 years old when the kid isn't required to carry ID?
My mother bought me my first fishing license on my 16th birthday at a local gun shop. At the time I wasn't driving nor did I have a license.
When the clerk asked to see my driver's license as proof of age & address her comment to him was, "How can he show you a driver's license when he doesn't have one because he doesn't drive?"
I don't remember what the resolution was, but I got the license and still have it and the Summary Booklet as a memento.

"Rent-A-Men-ta'd Yoots" this Saturday for $30 bucks an hour at several Stocked Trout Waters in Berks & Upper Montgomery Counties.
For those who cannot bear to be seen or associated with conventional fishing or fisherman, for an additional $5 an hour I can furnish several
"Rent-A-Men-ta'd Snoots" which are 14 & 15 year old washouts from the US Youth Fly Fishing Team.

"Rent-A-Men-ta'd Yoots or Snoots" can all cast, tie their own knots, bait & set the hook (when applicable) and retrieve their catch which will be surreptitiously placed in a cooler in your vehicle, several times a day.
Each kid comes equipped with his or her own tackle, lures, flies or bait, a valid Mentored Youth Permit, lunch for themselves and will fish exactly one arm's length away from you at all times.
Most of the children have limited English skills, however all have been coached point at you when approached by a do-gooder or WCO and say clearly in English, "I'm with him."
