Any recommendations for an 8 rod horizontal wall rack which allow rod and reel to be mounted?
 
You displaying it in the den or something like that? Or are you talking about storage?
 
I have a cabelas version that they had in the bargain cave (and still put there). I want to say it was like $20 but that was a long time ago.

I think it may hold 6 rods, but it might be 8.

It is a little more difficult with reels because the reel lays on the rod below it.
 
If prettiness isn't an issue, peg board.
 
If you just want to store them safely in the basement, those square 3" wide plastic coated "J" hooks screwed into the bottom of the floor joist hold 3 rods. Just screw 3 of them spaced so the rods rest level.

Below is a link to one you might like. You don't have to have mad woodworking skills to build one. Take an old barn board, screw in 2 eye hooks, put clear vinyl tubing over the hooks and a fine piece of wire to keep it on the hooks. Done.

I use these ones I Picked up at ****s. Although not for my fly rods and reels.
