Has it not been raining in central pa?

I was wondering why the USGS levels are showing central pa waters are super low? Is been really raining down by me and looks like there's a inch of water in my backyard. Any reason why there so low?

it has been raining, but it has been spotty. A lot of creeks flashed and are back down. Calling for more rain tonight, but again, spotty.

Keep in mind that this storm is moving E to W. So we got it first. Per the radar, it's raining up there, but it started much later.
