Board of Commissioners Urges DEP
to Rule on Susquehanna River Impairment

HARRISBURG, Pa. (April 29) – A delay on a critical decision about the health of the Susquehanna River has prompted the Board of Fish and Boat Commissioners to send a letter to the Secretary of the Department of Environmental Protection (DEP) reiterating their call that the river is sick and urging him to issue the agency’s decision.

“For over six years, we, the Board of Commissioners of the Pennsylvania Fish and Boat Commission (PFBC), have been speaking publicly about the need to take action to restore the Susquehanna River’s smallmouth bass fishery,” stated the April 27 letter to DEP Secretary John Quigley. “In January 2010 and September 2014, we unanimously passed resolutions to that effect.”

“We agree with PFBC Executive Director John Arway that the results of the Causal Analysis/Diagnosis Decision Information System (CADDIS) initiative support an impairment determination and are concerned that it has taken so long for [DEP] to announce its decision. To that end, we are expecting that an announcement about the listing decision will be forthcoming in May.”

Since 2012, the PFBC has unsuccessfully petitioned DEP to add the river to the state’s bi-annual list of impaired waterways. The 2016 list was expected to be issued in February, but DEP acknowledged to the Pittsburgh Post-Gazette that it was postponing the announcement of the list until May.

“The impairment designation is critical because it starts a timeline for developing a restoration plan,” said PFBC Executive Director John Arway. “We’ve known the river has been sick since 2005, when we first started seeing sores and lesions on young bass. Now we have even more evidence to support the scientific argument for impairment.”

“If we do not act to address the water quality issues in the Susquehanna River, Pennsylvania risks losing what is left of what was once considered a world-class smallmouth bass fishery,” he said. “DEP was expected to release its 2016 list of impaired waters in February. Now it’s been delayed. We are urging DEP once again to follow the science and add the Susquehanna River to the Commonwealth’s list of impaired waters.”

The PFBC first documented disease-related mortality of young-of-year smallmouth bass in the Susquehanna River in 2005. In May 2015, the PFBC announced that two independent laboratory tests had confirmed a malignant, or cancerous, tumor on a single smallmouth bass caught in the middle Susquehanna River by an angler in late 2014 and provided to the PFBC. Since 2005, PFBC biologists have continued to find sores and lesions on young-of-year bass during late spring and early summer surveys at alarming rates. This has resulted in an overall population decline in the total number of smallmouth bass which can live and be caught from the Susquehanna River.

Kudos to the PFBC Board of Commissioners for continuing to push for the best interest of the bass in the Susky.

To be frank, I still think it unlikely that DEP will add the river to the impairment list. . . .Nevertheless, this keeps the public eye focused on the issue and adds increased pressure.
 
Whats the big deal? Can't the PFBC just raise bass in hatcheries and stock them in the Susky? They would be easier to catch than wild fish and would add another "opening day" situation to drive license sales.

Yep, put a bandaid on where a tourniquet is needed. Wow.

Hopefully they can get the river added to the list. I think I can see a dim light at the end of the tunnel. Hope to see it flourish again before I become worm food

Hit a trib to the Susquehanna this weekend and caught and saw a lot of 2&3 in smallmouth bass.Hope this years spawn will help the big river population.It funny how a 3inch fish can eat a #1 hook.
 
I almost wonder though how much the PAFBC is pushing this subject on DEP and not just posting things like this to make them look like the good guy. I just have such little faith in the PAFBC, DEP, DCNR, Game Commission, etc.
 
Not completely related. But I was chatting with Bobby Clouser jr. last night when are young men interrupted and gave information regarding a recent meeting on opening the season during the bass spawn. Didn't sound good. Anyone know anything about it?
 
I heard this as well SteveG from a guide on the river. I also heard though they were thinking of expanding the catch and release sections of the river. I would love to see the catch and release sections be sent up the North and West Branches.
 
Hmm, this fellow also mentioned that guides were pushing to lift the C&R regs....Apparently wanting to make them targetable during the spawn is being pushed by guides, so they can have happier clients.

Regarding the North Branch, I can only speak for myself and my fishing friends but rest assured that 100% of our smallie fishing is C&R, and no one I know targets bass during the spawn.

I assume you are being sarcastic there? Either that or the people who fish the West Branch are way different then the people who fish the North! I can't believe all the people who keep bass out of the West Branch.

Well I'm assuming he's being truthful and just like he states, is speaking of only himself and the people he actually knows that fish it. I too personally know many more people that don't keep bass than do.

IMO, closing the river completely to spring bass fishing is ridiculous and would not help in accomplishing the goal of reversing or protecting the decreasing smallie population.
 
I fish the north branch a lot to and myself and all my fishing buddys C&R also and cant say that I see that many people taking fish.And I no very few that would really eat anything out of the river period.

I don't think I know anyone who keeps bass from the river anymore. Most of those I know fish the Milton/Lewisburg area. If they want to keep fish they target Walleye.
 
I see bass being kept all the time from the Lock Haven to Williamsport area. People I personally know keep them. Some people just can't be educated in catch and release fishing. I know a group of guys that have kept hundreds upon hundreds of channel cats from the West Branch and one guy that kept 150 walleye. I don't know what one person can do with so many fish but it happens here! I quite honestly am afraid to take people fishing in a lot of cases due to the fact that I know the mentality of the people around here when it comes to C&R fishing.
 
What are they saying is actually wrong with the water? There has to be some chemicals in there that are much higher than normal. Fertilizer runoff?
