If someone who has a modern tip over butt ferruled glass rod tell me if the male ferrule has a silicone plug or is it completely open? Thanks.

I've seen them both ways and I know of folks that will actually remove the plugs fromt heir rods. Bottom line is they don't provide any strength to the ferrule or joint. From a rod building perspective, they're more.decorative than anything else.
You might be able to argue that the only place they provide a useful function is in the male end of the butt section - to prevent water or debris from getting trapped inside the seat/grip.
