Yes, while Project 70 authorizes the use of eminent domain, it also authorizes purchase. The list only specifies those acquired under Project 70 funding. It may be a small percentage that were forcibly taken.

Good point. How many were, if any?

I know Tyler was not. I think Shekellamy was a straight purchase. I used to donate a lot of time with the PA Museum and Historical Commission. I don't ever remember any of their properties acquired through eminent domain.

I believe Marsh Creek and Blue Marsh may have had some or all land acquired through ed.
 
What i was referring to specifically was the proposed flight 92 memorial site controversy .
 
The only controversy is that they already had a deal struck then some gov't wing nut threw ED into the suggestion box. Most of the land was to be donated. As in free...now with ED at least they get "market value" for the land but its not a as amicable a situation. Either way there will be a memorial there. One way or another.
