Although I understand from a friend that June releases have cooled the West Branch down, officials do not appear to be working with the Friends of the Upper Delaware group to keep the trout healthy and unstressed, and the main stem fishable during major hatch times. See

Please consider calling if you fish this river and care about its trout. The person I talked to at the Delaware River Basis Commission confirmed that there were fish kills in May, and that they were logging calls and noting concern, but that the real pressure should be brought to bear on New York officials. Money talks and if enough fishermen make the point that they do not visit the river when it's allowed to warm up, and that hotels, restaurants, gas stations, etc. lose business, then they may begin to listen.
