Wherever you choose look out for redds, the eggs are still there until about Feb.
 
Regarding tailraces, truly bottom discharges in winter will be 39 deg F, the temp at which water is most dense. At Blue Marsh, however, if they still operate as they did in the past, on Jan 1 they switch to the upper level gate, making the tailrace even colder.
 
Perhaps why when i was on the Tully a few days ago at 20 degrees it had zero ice. Regardless sounds like a Tully may be a year long open water
