Define 'best'.....I'd personally take the 144-99-80 option, just not a fan of the scenery along 11/15 vs driving up through the mountains.

I'd also alternate it to 144-45-445 and pick up 80 near Lamar, scope out some nice water along the way, stop in Milheim for a bite to eat at Elk Creek...

11/15 to 80 is by far the best route.

For a change of pace, I'll take 322 to 11/15 and get off on 104 above Liverpool. Go up through Mount Pleasant Mills, Middleburg, Penns Creek, Mifflinburg, then hop onto 192 up through the forest to 477 and get on 80 at the Loganton exit. My good friend Google pointed that route out to me one evening when traffic was backed up in Selinsgrove and Shamokin Dam as an alternate option, so I peeled off from the normal way and was glad I did.
