Here we go again....
Except for specially regulated waters which are typically open to fishing year-round (but not "at night"), the only waters that close to fishing are Approved Trout Waters from March 1 through Opening Day of Trout. All other waters remain open to fishing, but harvest of trout is restricted during the "Extended Season" (day after Labor Day to end of February) to ATW and "their downstream areas" and the limit is lower than the Regular Trout Season. Where harvest is not allowed in non-ATWs or downstream areas, a trout caught is "out-of-season" and must be immediately release unharmed to the water where caught.
