So I just noticed my time was off and I changed it to atlantic time(canada) ...Caracas, LaPaz (yeah i wish) ...does this sound right?

You want to set for Mid-Atlantic.

GMT-4:00 works for me, as Tom mentioned. Come April 1, we'll probably need to adjust back to Eastern.
