This is my first attempt at a soft hackle , does it seem over hackled? Thanks

Not particularly, from what I can see.

Although soft hackles need to be sparsely hackled, I find that they'll get just from use.

Different amounts of hackling for different uses is how I do it.

For pools and slow, clear water, just a thread body and 1 turn of partridge. For swinging through turbulent pocket water, plenty of stiff, bushy hackle.

Most water, and most wet flies, lie somewhere in between. Just like yours.
 
seems blurry but not over hackled :)
 
Hands down, I have caught more trout on that fly than any other. I fish soft hackles most of the time. I swing them, and if done correctly you can even swing them to rising fish.
 
I tend to over-hackle because they can lose some fibers after catching a few fish.
