Opening day dates??

So are all the guys fishing the Little Schuylkill River in an around Tamaqua today (3/25/2017)violators, or is there some Special Reg in that area I'm not aware of? Just wondering based on the numbers of people out there.

Today was Mentored Youth Day for the SE region. So if they did not have a kid with them, or if they did, put did not purchase the voluntary permit or get the free permit, they could be violators.
