Interesting article, especially with class a stocking section.

Notice of stocking and preseason trout stocking plans underway across Pennsylvania

The Pa. Fish and Boat Commission will release its stocking schedule Feb. 1 and people who privately stock fish need to file a notice of stocking.

But on another note; there seems to be an insinuation at the end there.. Pastore makes mention of an "exemption" potentially being denied if a private stocker doesn't submit their notice of stocking. So what is it? Just to notify the state, or to apply for permission to stock? Is there already a required exemption to stock class A streams? Or is he talking about in the future?

I’ll take the PFBC seriously when they stop stocking over wild trout populations.
