From what I can ascertain from the legal jargon, it sounds like it is long overdue.

If I read those correctly, I believe its a good idea. Every so often, I get a chance to fish the Donegal and theres an area near the beginning of the special regs water that has been posted the last couple years. I was told the property owner was afraid of his liability if some one got hurt. The bill as I read it would remove his liability.
