Anyone know if this means more access or is it just a win for water quality upstream of accessible tracts? Across from Price Preserve, so does it add any access? Thanks!

No, I have been meaning to reach out to the Brodhead TU, but keep forgetting... My sense is that the land is mostly just the opposite bank of a previous parcel that was secured, so the impact may be minimal or symbolic, at best. Having fished the area since the 80's, it is still nice to see posted signs come down in that area, not go up, new and shiny each year.
