Ehh, when it comes down to inches of usable dry fly hackle, there's nothing cheaper than a decent saddle hackle. That's one the metrics of quality for hackle anyway, length of usable feather. Also, whether you peel off some of the barbs or not, you still need to use X length of feather for Y number of wraps of hackle. So saying it is a waste assumes that you always want a fly that is hackled as fully as possible over a give length of hook shank.

In regards to the video, something I noticed after trying this is that the hackle fibers want to fold backwards more than normal. You can kinda see it near the end of the video, but it is obvious and becomes an issue during actual use.
