Erie question for a youth angler

Gonna take my girlfriends 10 year old son steelhead fishing in the next few weeks.

I do not believe he needs a license till he is 16.

Question is would he need a Erie stamp? I doubt it, since he does not need a license but wanted to check. Thanks in advance.

He's a spin rod guy so I would assume minnows would be the best baits- any other thoughts, just want to give him the best shot.
 
If under 16 no Erie Stamp needed.
Emerald shiners and perhaps some egg sacks drifted.
Watch the weather.
 
I met some guys using salted minnows once when fishing Erie tribs. I laughed when they said they using "salties", but they were catching plenty with them. So they gave one to try and a steelie slammed it when I pulled it through a nice looking riffle.
 
Single eggs, as opposed to sacks, are also a good bet especially if things get low and clear.

That can apply to fly choice too. (natural colored singles vs larger sucker spawn patterns)
