EB Brandywine DHALO Posting/Construction

I was driving around the Brandywine and saw the lower parking lot at the bottom of the Delayed Harvest was fenced off and posted. I also heard pile driving and saw sections of big black pipe on the hill above Dead Man's Pool. Does anyone know what's up? I remember the Krapft family was trying to develop the old paper mill area and also recall some Sunoco pipeline activity in the area.

They are putting in a public restroom and new parking lot. It's actually the upper limit of the DHALO.

The old paper mill is being turned into or has been turned into a brew pub.

They're running a new water line to a new development up on the hill across 282.

Yeah, saw this pipe laying. It's closer to the lower limit of the dhalo than the upper. Though there's construction at the upper end as well.

Looks like a water pipe crossing the stream to me. They were drilling under

I can confirm the water line is being bored under the stream.
