Fellow conservationists,

The EQB published a notice for public comment in the July 25th PA Bulletin. The notice outlined two possible regulatory changes for regulating the discharge of Manganese to Commonwealth waters. The good news is that DEP has recommended lowering the protection standard for public healt from 1mg/l to 0.3 mg/l. However, the bad news is that the point of compliance is being proposed to be moved from the point of discharge to the point of public water supply withdrawal. This would leave the fish ???? and aquatic life uses of thousands of miles of streams unprotected.

“The Environmental Quality Board published a proposed regulation to adopt a manganese water quality toxic substances standard that is more protective of public health in the July 25 Pa Bulletin for public comment. We wholeheartedly support the change from 1.0 mg/l to 0.3 mg/l. The Board should reject any change in the point of compliance as it is based on bad science, is deleterious to the health of the Commonwealth’s citizens and aquatic life, places the financial burden on water suppliers and citizens rather than the polluters, and stems from a constitutionally infirm statute.”
