Looks to be. It'd be easier to tell from a side/bottom shot, or at least a picture of it flying.

I am not sure either way. I will say this though. If there are a bunch on the water, you could use a caddis to imitate them. And that's about all you really need to worry about. 
For what it's worth, I like to carry Lime Trudes in 14 to 18. They are easy to tie, fish well in the summer and I think that I would use one of those for this bug.
